CNN Senior Congressional Producer Ted Barrett reports from Capitol Hill on Democratic Sen. Joe Manchin's strong concerns about Obama exceeding his rights in use of executive authority.
Q-Was the President right, broadly speaking, to promise to use executive power where Congress won’t act?
Manchin -“That’s a tough one. That rubs a lot of people wrong. That rubs, I gotta be honest, me too. I mean, as a former governor. Here’s what I would have said and I think, I would hope, this is what he meant. He has the responsibilities for the day-to day operations. And the most effective and efficient government he can run, that’s his responsibility. Within the powers that are given to him. You can’t exceed those powers. I think a couple of times the remarks were made like, ‘I will do, even exceed if I need to, to do what I think is right.’ And I’m praying to God that’s not what he meant and not what he tries to do.”
