Freshman Rep. Tulsi Gabbard, D-Hawaii, tells CNN she plans to send any pay she receives in a shutdown back to the Treasury. The combat veteran said she was shocked to find out recently that members' pay is protected. It is -- by the Constitution.

The White House just released this statement: The administration strongly opposes the House amendment to Senate-passed H.J. Res. 59, making continuing appropriations for fiscal year 2014, and for other purposes.

The Senate acted in a responsible manner on a short-term funding measure to maintain government functions and avoid a damaging government shutdown.

The House of Representatives should pass the Senate-passed H.J. Res 59, rather than propose an amendment that advances a narrow ideological agenda and threatens the Nation’s economy. By including extraneous measures that have no place in a government funding bill and that the president and Senate already made clear are unacceptable,

House Republicans are pushing the government toward shutdown.

If the president was presented with H.J. Res 59, as amended by this amendment, he would veto the bill.

First on CNN -- CNN Chief Congressional Correspondent Dana Bash reports: Moderate House Republicans who want to fund the government with no strings attached are working to line up votes against the House GOP plan to fund the government while chipping away at Obamacare, multiple GOP sources involved in the effort tell CNN.

Rep. Charlie Dent, R-PA; Rep. Peter King, R-NY; and others are feverishly making calls to stage what would effectively be a revolt. They say they are hoping there are enough GOP members like them who are fed up with the tactics of the leadership that they can find enough votes to defeat the first procedural measure, known as the rule.

That would prevent the House GOP leadership from even bringing their plan up at all. Given the makeup of the GOP caucus, these House Republican moderates would need in the ballpark of 20 Republicans to agree to defy their leadership, and be willing to face what will undoubtedly be the wrath of the conservative grassroots.
